Theory of change

At the core of our work is the belief that inclusive governance, driven by evidence-based advocacy and community participation, leads to more transparent, accountable and responsive Institutions.

Our theory of change is grounded in a commitment to equity and social justice. We begin by identifying the systemic and contextual issues affecting the marginalized and vulnerable groups through participatory engagements.

We map out strategic areas for intervention, using evidence based approaches to ensure relevance   and   impact.   Comprehensive   data   collection   and   analysis   guide   our understanding of the challenges and inform our solutions.

Based on the these insights, we identify awareness and capacity building needs that inform targeted trainings and empowerment programs to strengthen community resilience, enhance service delivery and influence policy change. Through continuous monitoring, learning and accountability, we ensure sustainable and inclusive transformations in Kwale County.

In the long term, we expect that empowered communities and responsive governments will result in sustainable improvements in governance, enhanced public trust and equity in service delivery and ultimately reducing exclusion and ensuring that all citizens, regardless of status can enjoy their constitutional rights.

To achieve this, Grassroots’ Voices invests in:

  • Building community capacity and agency through civic education, leadership development, and inclusive community dialogues.
  • Generating and using evidence to support advocacy on governance, environmental justice, and livelihood protection.
  • Facilitating structured engagement between communities, government, private actors, and oversight institutions through petitions, policy submissions, monitoring reports, and multi-stakeholder forums.

Through these actions, communities become more confident and organised, duty bearers become more responsive, and decision-making spaces become more inclusive and transparent.

Grassroots’ Voices is a community-based organization (CBO) operating in Kwale County, Kenya. The organization was founded in 2023 to respond to the growing community concerns around weak public participation, limited access to information, environmental degradation, climate impacts, and shrinking livelihood opportunities, particularly in areas affected by extractive activities and socio-economic marginalization.
